During his second presidency, Donald Trump unveiled an artificial intelligence policy encompassing investment and fortification into the industry.[1][2] BackgroundTrump revealed an "AI czar" as part of his second administration, David Sacks. He has reiterated the need to beat China in the AI race[3] beginning in 2025, stressing factories and investments made by American companies like OpenAI and Nvidia.[4] Trump has privatized the industry to speed up fortification, which involved rescinding memoranda and executive orders of the Biden administration aimed at curbing the mass production and maintaining government control. As of July 2025, $122 Billion in North American investment was made in AI, with 85.5% of that made by the United States.[5] Microsoft has invested $80 Billion in AI infrastructure since Trump took office, Meta has made $14.3 billion in data labeling and model evaluation.[6] Action PlanOn July 23, 2025, the White House released the Artificial Intelligence Action plan, through AI.gov. At a summit the same day, Trump touted the agenda.[7] The US is set out to build new data centers, new CHIP manufacturing facilities, and transmission lines with AI investment. Trump aims to deregulate companies and markets as well, which stems from him fighting regulation in New York.[8] Executive OrdersTantamount to his AI agenda, President Trump signed an executive order "Removing Barriers to American Leadership in Artificial Intelligence" in January which repealed the Biden policy to put safety and security ahead of building and unmitigated development of AI.[9] In April he signed an order to greenlight the use of AI in schools, teaching kids to adapt to AI in daily life.[10] On July 23, Trump signed three additional executive orders as a Silicon Valley summit; one establishes fast-track permitting and ensures the federal government gets data centers approved and permitted ASAP; another promotes the export aboard of American AI models so the US can dominate the industry worldwide.
