Climate change in Bavaria

Climate change in the German state of Bavaria affects various environments and industries.

Greenhouse gas emissions

In 2022, 87,900,000 tonnes of carbon dioxide were emitted in Bavaria, which corresponded to 3.5 tonnes per capita.[1]

Impacts of climate change

Flooding

As sea levels rise, the risk of flooding despite flood defences increases.[2]

Response

Bavaria has a policy of not building any wind turbines within a kilometre of municipalities.[3]

In 2020, the Bavarian Landtag passed legislation to require Bavaria reach net zero emissions by 2045.[4] In 2021, this was strengthened to 2040.[4]

In January 2025, the Bavarian government announced that the target was changed back to 2045.[5] This contradicted commitments that had been made as late as December 2024.[6]
