The articles with {{Rough translation}} aren’t deleted because there are way too many articles to nominate for deletion. It was only a couple of years ago that difficult-to-read or machine translated articles became subject to deletion, so articles created long time ago is still left without being deleted because no one is willing to go through bothersome steps to nominate 500 articles for deletion. It’s just easier to nominate 1 newly created article.
Also it looks like you’re trying to retrieve the content of the article, but that’s not permitted when the article is nominated for deletion because of copyright problems. Please stop.
