ਔਰਤਾਂ ਖ਼ਿਲਾਫ ਹਿੰਸਾ Violence against women ਜਿਸ ਨੂੰ ਲਿੰਗ ਅਧਾਰਿਤ ਹਿੰਸਾ^[1]^[2] ਵੀ ਕਿਹਾ ਜਾਂਦਾ ਹੈ ਵਿੱਚ ਅਜਿਹੇ ਹਿੰਸਕ ਵਰਤਾਰਿਆਂ ਨੂੰ ਲਈ ਵਰਤਿਆ ਜਾਂਦਾ ਹੈ ਜੋ ਔਰਤਾਂ ਅਤੇ ਲੜਕੀਆਂ ਤੇ ਕੀਤੇ ਜਾਂਦੇ ਹਨ। ਇਸ ਨੂੰ ਕਈ ਵਾਰ ਘਿਰਨਾ ਦੇ ਅਪਰਾਧ^[3] ਦੇ ਤੌਰ 'ਤੇ ਲਿਆ ਜਾਂਦਾ ਹੈ ਜੋ ਇਸ ਲਈ ਕੀਤੇ ਜਾਂਦੇ ਹਨ ਕਿ ਉਹ ਔਰਤਾਂ ਹਨ। ਸੰਯੁਕਤ ਰਾਸ਼ਟਰ ਦੀ " ਔਰਤਾਂ ਖ਼ਿਲਾਫ ਹਿੰਸਾ ਰੋਕੂ ਘੋਸ਼ਣਾ ਪੱਤਰ " ਵਿੱਚ ਇਹ ਬਿਆਨਿਆ ਗਿਆ ਹੈ," ਔਰਤਾਂ ਖ਼ਿਲਾਫ ਹਿੰਸਾ ਇਤਿਹਾਸਿਕ ਤੌਰ ਔਰਤਾਂ ਅਤੇ ਮਰਦਾਂ ਵਿੱਚ ਤਾਕਤ ਦੇ ਗੈਰ-ਬਰਾਬਰੀ ਵਾਲੇ ਸੰਬੰਧਾਂ ਦਾ ਪ੍ਰਗਟਾਵਾ ਹੈ।" ਅਤੇ " ਔਰਤਾਂ ਖ਼ਿਲਾਫ ਹਿੰਸਾ ਇੱਕ ਨਿਰਨਾਕਾਰੀ ਸਮਾਜਿਕ ਬਣਤਰ ਹੈ ਜਿਸ ਰਾਹੀਂ ਔਰਤਾਂ ਨੂੰ ਮਰਦਾਂ ਦੀ ਤੁਲਨਾ ਵਿੱਚ ਹੇਠਲੀ ਥਾਂ ਦਿੰਦਾ ਹੈ^[4]."

ਸੰਯੁਕਤ ਰਾਸ਼ਟਰ ਦੇ ਜਨਰਲ ਸੱਕਤਰ ਕੌਫੀ ਅੰਨਾਨ ਨੇ ਸੰਯੁਕਤ ਰਾਸ਼ਟਰ ਔਰਤਾਂ ਦੇ ਵਿਕਾਸ ਫੰਡ ਦੀ ਵੇਬਸਾਇਟ ਤੇ ਇਸ ਤਰਾਂ ਲਿਖਿਆ ਹੈ,

," ਔਰਤਾਂ ਅਤੇ ਕੁੜੀਆਂ ਖ਼ਿਲਾਫ ਹਿੰਸਾ ਇੱਕ ਮਹਾਮਾਰੀ ਸਮੱਸਿਆ ਹੈ ‌‌‌‌‌‌‌.ਦੁਨੀਆ ਵਿੱਚ ਘੱਟੋ-ਘੱਟ ਹਰ ਤਿੰਨ ਵਿਚੋਂ ਇੱਕ ਔਰਤ ਕੁੱਟ ਦਾ ਸ਼ਿਕਾਰ ਹੁੰਦੀ ਹੈ, ਸੰਭੋਗ ਲਈ ਮਜਬੂਰ ਕੀਤੀ ਜਾਂਦੀ ਹੈ ਜਾਂ ਫਿਰ ਜ਼ਿੰਦਗੀ ਵਿੱਚ ਉਸ ਨਾਲ ਦੁਰਵਿਹਾਰ ਕੀਤਾ ਜਾਂਦਾ ਹੈ . ਦੁਰਵਿਹਾਰ ਕਰਨ ਵਾਲਾ ਆਮ ਤੌਰ ਕੇ ਕੋਈ ਨਜ਼ਦੀਕੀ ਜਾਣਕਾਰ ਹੁੰਦਾ ਹੈ। ^[5]

ਥਾਮਸਨ ਰਾਇਟਰਜ਼ ਫੈਡਰੇਸ਼ਨ ਵੱਲੋਂ ਕੀਤੇ ਗਏ ਸਰਵੇਖਣ ਅਨੁਸਾਰ ਹਿੰਦੁਸਤਾਨ ਔਰਤਾਂ ਲਈ ਪਹਿਲੇ ਦਸ ਬਦਤਰੀਨ ਅਤੇ ਅਸੁਰੱਖਿਅਤ ਦੇਸ਼ਾਂ ਦੀ ਸੂਚੀ ਵਿੱਚ ਸ਼ਾਮਿਲ ਹੈ।^[7] ਭਾਰਤੀ ਸੰਵਿਧਾਨ ਨੇ ਹਰ ਨਾਗਰਿਕ ਨੂੰ ਬਰਾਬਰ ਅਧਿਕਾਰ ਦਿੱਤੇ ਹਨ। ਬੋਲਣ ਦੀ ਆਜ਼ਾਦੀ, ਧਰਮ ਦੀ ਆਜ਼ਾਦੀ, ਆਪਣੇ ਸੱਭਿਆਚਾਰਕ ਮੁੱਲਾਂ ਅਨੁਸਾਰ ਰਹਿਣ, ਖਾਣ-ਪੀਣ ਦੀ ਆਜ਼ਾਦੀ ਦੇ ਨਾਲ ਆਪਣੇ ਸਰੀਰ ਉੱਪਰ ਅਧਿਕਾਰ ਦੀ ਆਜ਼ਾਦੀ ਵੀ ਸ਼ਾਮਲ ਹੈ। ਇਸ ਦੇ ਬਾਵਜੂਦ ਸਮਾਜਿਕ ਮੁੱਲਾਂ ਵਿੱਚ ਔਰਤ ਦਾ ਦਰਜਾ ਦੋਇਮ ਬਣਾ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਅਜਿਹੇ ਸਮਾਜਿਕ, ਸੱਭਿਆਚਾਰਕ, ਆਰਥਿਕ ਅਤੇ ਅਣਮਨੁੱਖੀ ਮੁੱਲਾਂ ਦਾ ਸਾਹਮਣਾ ਕਰਦੀਆਂ ਔਰਤਾਂ ਕਰੂਰ ਹਿੰਸਾ ਦਾ ਸ਼ਿਕਾਰ ਹਨ।^[7]
