HiNemo bis thanks for communication! I disagree to restrict upload wizard for administrators on pawiki so have removed it from list. Hello Nemo bis, I now re-read your proposal. As I understand

1. All users on this wikipedia will make uploads only to commons.
2. Only admin will be able to make any local uploads on this wikipedia.

Is this correct ? If yes, then my question is : Commons only take copyright free files, then what about fair use files ? As an Indic wikipedia, we need to use lots of files under fair use rationale because free files are just not available.
