|
2025年朗科恩及赫爾斯比選區補選（英語：2025 Runcorn and Helsby Parliamentary Constituency By-Election）將於2025年5月1日舉行，以填補於同年3月17日起辭去英國國會議員的前工黨黨員迈克·埃姆斯伯里在朗科恩及赫爾斯比選區的議席空缺[1]。
這是自2024年7月5日舉行英國大選及施紀賢就任首相後，第59屆英國國會的首場下議院議席補選。補選同日期間亦會同時舉行2025年英國地方大選，唯該區所屬的車士打郡西及車士打區議會或霍爾頓區議會任期未結束，所以該區選民無需參與兩場投票。
選舉結果顯示，改革黨的莎雅·布卓賢以6票優勢擊敗工黨的凯伦·肖尔，當選為新任朗科恩及赫爾斯比選區國會議員。這是英國歷史上得票最小差距的國會補選。
背景
迈克·埃姆斯伯里是的當區原國會議員。自2017年大选起當選韦弗韦尔选区國會議員後便續任至今[2]，並於2024年大选當選為新設的朗科恩及赫爾斯比選區議員[3][4]。
襲擊醜聞
2024年10月26日，迈克·埃姆斯伯里在弗羅德舍姆被人拍攝到多次毆打一名英籍男子[5]。事件曝光後引起公眾關注，工黨隨即凍結其黨籍，當地警方亦展開調查[6][7]。同年11月7日，皇家檢控署向埃姆斯伯里落案起訴一項普通襲擊罪[8]。他在庭上承認控罪，被判監10週，並同時退出工黨[9]。其後他就刑期上訴，並獲改為以緩刑執行原刑期，惟刑期長度維持不變[10]。
根據《2015年國會議員罷免法令》，任何英國國會議員一旦被定罪並判處監禁刑罰，不論是否獲得緩刑，即觸觸發罷免程序：在六星期內，倘若不少於10%當區選民簽署請願書，該區的國會議員將被自動免職，並隨即進行補選[11]。在下議院內，包括工黨、保守黨、改革黨在內的多名議員均呼籲埃姆斯伯里辭職，以免耗時展開罷免程序，並盡早舉行補選[12][13]。2025年3月10日，埃姆斯伯里表示會在最早適當時機辭職[14]，並於一星期後正式請辭[15][16]。

選後分析
改革黨在距離上屆大選僅約十個月內，成功扭轉工黨原有14,696票的優勢[37]。雖然改革黨籍萨拉·波钦只是以4票之差險勝，她亦成為逾半世紀以來首位在朗科恩當選的非工黨籍國會議員[38]。工黨候選人嘉倫·梳雅所得票數更低於上屆大選中迈克·埃姆斯伯里的領先票數，反映工黨選情表現之差。
反應
今次補選結果被外界視為改革黨的一次出人意表的勝利，亦被形容為對現任首相施紀賢的一次沉重打擊[39]。
多名工黨議員認為，政府早前削減冬季能源補貼是導致工黨敗選的主要原因之一。前工黨影子財政大臣約翰·麥克唐奈表示，近期的削減福利的措施令選民感到工黨已經背棄其立場。列斯東選區的工黨籍國會議員里察·伯貢則批評選舉結果「完全可以避免」[40]。施紀賢其後承認結果令人失望並明白選民失望，但同時為政府的政策方向作出辯護，強調在當前經濟困境及公共財政壓力下，政府必須作出不少「艱難決定」[41]。
改革黨黨魁奈杰尔·法拉奇則形容是次勝利是對該黨來說「具重大意義的時刻」，並認為工黨敗選歸咎於選民對施紀賢領導能力日益失去信心，尤其不滿其移民政策的走向[42]。
