제2차 세계 대전의 모든 전장에서 항공전은 중요한 구성요소였으며 대공전과 함께 주요 강대국의 산업 생산량 상당수를 차지했다. 나치 독일과 일본 제국은 지상군 및 해군과 긴밀하게 통합된 공군에 의존했고, 추축국은 전략폭격기 편대의 이점을 경시해 연합국의 전략폭격에 대한 방어 필요성을 늦게 인식했다. 이와 반대로 대영제국과 미국은 전략폭격과 공중을 통한 전장의 전술적 통제, 적절한 방공망을 크게 강조하는 접근방식을 취했다. 영국과 미국 모두 대형 장거리 폭격기로 구성된 전략폭격 전력을 큰 규모로 구축했다. 동시에 전장에서 제공권을 장악할 수 있는 전술공군을 구축해 지상군에 중요한 지원을 제공했다. 미국 해군과 영국 왕립해군도 일본 제국 해군과 마찬가지로 항공모함을 기반으로 강력한 해군 항공력을 구축해 해상전에서 중심적인 역할을 수행했다.[1]
전쟁 이전 계획
1939년 이전에는 한 쪽(주로 일본)이 이론적인 전술모델에 따라 항공전을 수행했다. 이탈리아의 전술이론가인 줄리오 도우에트는 제1차 세계 대전 기간과 그 이후에 공군 사람이 가진 전략폭격의 효과에 대한 믿음을 요약했다. 그는 많은 사람들이 "폭격기는 언제나 승리한다"고 말하며 폭격만으로도 전쟁에서 승리할 수 있다고 말했다.[2] 미국은 보잉 B-17 플라잉 포트리스 폭격기가 내부 무장으로 목표물까지 도달하고 노든 폭격조준기를 통해 "매우 작은 오차"의 정확도로 폭격할 수 있다고 생각했다.[3] 일본의 항공기 선구자들은 세계 최고의 해군 조종사를 육성했다고 생각했다.
루프트바페는 독일 국방군의 항공전을 담당하는 부문이다. 독일 공군은 헤르만 괴링의 지도 아래 스페인 내전에서 새로운 전투 기술을 배우고 시험할 수 있었다. 또한 전쟁에서 적 폭격기에 대한 방어 능력을 보고 대공 무기와 전투기에 대한 강조를 강화했다.[4] 루프트바페의 첨단 기술과 급속한 성장은 1930년대에 영국과 프랑스를 유화 정책으로 설득하는 데 도움을 준 과장된 두려움을 만들었다. 전쟁에서 루프트바페는 1939년~41년 사이 슈투카 급강하 폭격기가 적 보병 부대에 공포를 떨치면서 좋은 성과를 보였다. 하지만 루프트바페는 독일의 전체적인 전략과 제대로 조화되지 않았으며, 소련이나 미국과 비교했을 때 완제품 기체와 엔진 모두에 대한 군용기 생산 인프라 부족으로 인해 총력전에 필요한 규모와 범위를 갖추지 못했다. 루프트바페는 야간 전투기용 리히텐슈타인과 넵툰 레이더 체계와 같은 사용 가능한 UHF 및 후기 VHF 대역 공중 요격 레이더 설계 외에는 레이더 기술이 부족했다. 메서슈미트 Me 262 제트 전투기는 1944년 7월까지 실전에 투입되지 않았고, 경량 하인켈 He 162는 유럽 항공전 종전 마지막 몇 달 동안만 나타났다. 루프트바페는 영국 본토 항공전 이후 영국의 치명적인 방어 전투기 무리나 1943년 이후 더 빠른 노스아메리칸 P-51 머스탱 호위 전투기에 대처할 수 없었다.
1944년 제2차 세계 대전의 석유 전역으로 인해 루프트바페의 연료 공급이 고갈되었을 때 공군은 사실상 대공포 역할로 축소되었고, 많은 병력이 보병 부대로 보내졌다. 1944년에는 남녀 모두 포함하여 백만 명의 군인으로 구성된 39,000개의 대공포 포대를 운영했다.
루프트바페는 전략폭격에 필요한 폭격기 전력이 부족했는데, 이는 특히 루프트바페 전략폭격기 전력의 주요 지지자였던 발터 베버 장군이 1936년 6월 3일 사망한 이후 공군 내에서 그러한 폭격이 가치 있다고 생각하지 않았기 때문이었다. 그들은 문제가 많았던 하인켈 He 177A로 동부에서 일부 전략폭격을 시도했다. 독일의 유일한 성공한 작전은 연합군의 프랜틱 작전 중 우크라이나의 폴타바 공군 기지를 파괴한 것으로, 이곳에는 43대의 새로운 B-17 폭격기와 백만 톤의 항공유가 보관되어 있었다.[5]
주로 메서슈미트 Me 262 쌍발 제트 전투기, 하인켈 He 162 경량 제트 전투기 및 아라도 Ar 234 정찰폭격기를 갖춘 터보제트 동력 전투기의 도입은 루프트바페가처음으로 개척했지만, 그들의 도입 시기(1944년~45년)는 BMW 003 및 융커스 유모 004 제트 엔진 설계 모두의 개발 시간이 길었을 뿐만 아니라 2,500마력의 융커스 유모 222 다기통 24기통 피스톤 엔진과 거의 2,800파운드의 추력을 가진 첨단 하인켈 HeS 011 터보제트 엔진 등 전쟁 마지막 해에 많은 첨단 독일 기체 설계 제안에 동력을 공급하기로 되어 있던 두 개의 장기간 개발된 고출력 항공 엔진의 사용 가능한 예제모델을 생산하지 못한 결과였다. 이는 다른 많은 첨단 독일 항공기 설계(그리고 실제로 다른 많은 독일 군사 무기 체계)가 전쟁 후반에 그랬듯이 "너무 적고, 너무 늦게" 도입되었음을 의미했다.
독일의 동맹국, 특히 이탈리아와 핀란드도 자체적인 공군을 가지고 있었지만 그들과의 협력은 거의 없었다. 독일이 항공기와 대체 연료 청사진 및 기술을 동맹국 일본과 공유한 것은 전쟁 극후반에 이르러서였다. 그 결과 나카지마 J9Y 깃카 제트 전투기와 미쓰비시 J8M 로켓 전투기가 각각 Me 262A와 Me 163B를 기반으로 탄생했지만, 이들 역시 일본이 대공 방어전 체계를 개선하거나 대체 연료 및 윤활유를 생산하기에는 너무 늦었다.[6]
영국은 자체적으로 매우 잘 개발된 전략폭격 이론을 가지고 있었고, 이를 실행하기 위한 장거리 폭격기를 구축했다.[7]
독일이 위협적이라는 것이 명확해지자, 영국 왕립 공군(RAF)은 대규모 확장을 시작하여 많은 비행장을 건설하고 비행대 수를 늘렸다. 1934년에 42개 비행대와 800대의 항공기를 보유했던 RAF는 1939년까지 157개 비행대와 3,700대의 항공기를 확보했다.[8] 또한 새로 개발된 레이더와 통신 센터를 결합하여 전투기 방어를 지휘했다. 중형 폭격기는 독일 산업 중심지인 루르에 도달할 수 있었고, 이보다 더 큰 폭격기가 개발 중이었다.

RAF는 1939년 독일과의 전쟁 발발 이후 급속히 확장했다. 여기에는 다른 영연방 국가(특히 캐나다)에서 영국 및 영연방 항공 승무원 중 절반인 약 167,000명의 훈련이 포함되었다. 이는 유럽에서 두 번째로 큰 규모였다. 또한 RAF는 히틀러 점령 하 유럽에서 탈출한 폴란드 및 기타 항공인들도 통합했다. 유럽에서 RAF는 영연방 항공 승무원과 영연방 비행대의 작전 통제를 담당했지만, 이들은 어느 정도 독립성을 유지했다(예: 캐나다 비행대를 국가적으로 식별 가능한 부대에 모으기 위한 RCAF 제6항공단의 편성).
RAF는 영국에 세 가지 주전투 사령부를 두었다. 영국 방어를 담당하는 RAF 전투사령부, 적에 대한 공격을 수행할 폭격기를 운영하는 RAF 폭격사령부 (1936년 창설), 그리고 연합국 선박을 보호하고 적 선박을 공격하는 RAF 연안사령부이다. 영국 해군의 해군 항공대는 해군 시설 방어를 위한 육상 기반 전투기와 함재기를 운영했다. 전쟁 후반에 RAF 전투기 전력은 영국 방어를 위한 대영제국 방공대 (ADGB)과 북서유럽 전역의 지상 공격 지원을 위한 제2전술공군으로 나뉘었다.
폭격 사령부는 두 가지 공격 방면에 참여했다. 독일 전쟁 생산에 대한 전략 폭격 작전과 독일 해상 작전을 억제하고 유보트가 연합국 선박에 자유롭게 작전하지 못하도록 독일 연안 해역에 기뢰를 부설하는 덜 알려진 작전(가드닝 작전으로 알려짐)이었다. 야간에 독일 산업을 공격하기 위해 RAF는 항법 보조 장치, 독일 방어 통제 체계를 압도하기 위한 전술(폭격기 스트림), 독일 야간 전투기 부대에 직접 대항하는 전술, 표적 표시 기술, 방어 및 공격에 사용되는 다양한 전자 보조 장치, 그리고 지원용 전자전 항공기를 개발했다. 한편 노력을 다른 곳에 더 수익성 있게 투입할 수 있는지에 대한 의견 불일치로 인해 중폭격기 생산은 육군 및 해군 자원과 경쟁했다.
1943년 후반 빌데 자우 전술로 재편성된 루프트바페 야간 전투기 체계 때문에 점점 더 심각한 손실이 발생했고, 1943~44년 겨울에 아서 해리스 경이 베를린을 파괴하려는 비용이 많이 드는 시도는 폭격 사령부가 잠재력을 최대한 발휘하고 있는지에 대한 심각한 의문을 불러일으켰다. 1944년 초 영국 공군은 아이젠하워의 직접 통제 아래 놓였고, 오버로드 침공 준비에 중요한 역할을 했다.[9][10]
종전 무렵 소련 연간 항공기 생산량은 1944년 연간 40,000대로 최고조에 달하며 급격히 증가했다. 약 157,000대의 항공기가 생산되었는데, 이 중 126,000대가 보이노-보즈두시니예 실리(Военно Воздушные Силы, 문자 그대로 "군용 공군") 또는 VVS를 위한 전투 유형이었고, 나머지는 수송기, 훈련기 및 기타 보조 항공기였다.[11][12]바르바로사 작전부터 베를린 전투로 나치 독일을 최종적으로 패배시키기까지 소련 방어에서 지상 공격 역할의 결정적인 중요성은 소련 군용 항공 산업이 역사상 다른 어떤 군용기 설계보다 더 많은 일류신 Il-2 시투르모빅을 생산하게 만들었고, 36,000대가 조금 넘는 예제기가 생산되었다.[13]
전쟁 중에 소련은 7,500대의 폭격기를 사용하여 독일 목표물에 3천만 발의 폭탄을 투하했으며, 폭격 밀도는 때때로 제곱킬로미터당 100~150톤에 달했다.[14][15]
