ഇന്ത്യയിലെ 28 സംസ്ഥാനങ്ങൾ, 3 കേന്ദ്രഭരണപ്രദേശങ്ങൾ (ഡെൽഹിയും പുതുച്ചേരിയും ജമ്മുകാശ്മീരും) എന്നിവയൊരൊന്നിന്റെയും സർക്കാർത്തലവന്മാരാണ് മുഖ്യമന്ത്രി. ഇന്ത്യൻ ഭരണഘടനയനുസരിച്ച് സംസ്ഥാനത്തലത്തിൽ ഡി ജൂറി തലവൻ ഗവർണ്ണർ ആണെങ്കിൽ ഡി ഫാക്ടോ ഭരണകർത്താവ് മുഖ്യമന്ത്രിയാണ്. നിയമസഭാ തെരഞ്ഞെടുപ്പിൽ ഏറ്റവും കൂടുതൽ സീറ്റ് കിട്ടുന്ന കക്ഷിയുടെ/മുന്നണിയുടെ നിയമസഭാകക്ഷിനേതാവിനെയാണ് മന്ത്രിസഭയുണ്ടാക്കാൻ ഗവർണർ ക്ഷണിക്കുന്നത്. മുഖ്യമന്ത്രിയെ നിയമിക്കുന്നത് ഗവർണറാണ്. മുഖ്യമന്ത്രി തലവനായ മന്ത്രിസഭയിലെ അംഗങ്ങൾക്കെല്ലാം ഭരണം സുഗമമാക്കുന്നതിൽ കൂട്ടുത്തരവാദിത്വമാണുള്ളത്. ഭൂരിപക്ഷ പിന്തുണയോടെ അധികാരത്തിലേറി കഴിഞ്ഞാൽ മുഖ്യമന്ത്രിയുടെ ഭരണകാലാവധി സാധാരണ 5 വർഷമാണ്; ഒരാൾക്ക് എത്ര തവണ മുഖ്യമന്ത്രിയാകണമെന്നതിനു പരിധിയൊന്നുമില്ല.[1]

നിലവിലെ 31 മുഖ്യമന്ത്രിമാരിൽ, ഒരു വനിതയാണുള്ളത് - മമത ബാനർജി (പശ്ചിമ ബംഗാൾ). ഇപ്പോഴത്തെ മുഖ്യമന്ത്രിമാരിൽ പ്രായം കൂടിയത് മിസ്സോറാമിന്റെ സോരംതംഗ (ജ. 13 ജൂലൈ 1944) ആണ്.[2] എന്നാൽ, പ്രായം കുറഞ്ഞ മുഖ്യമന്ത്രി അരുണാചൽ പ്രദേശിന്റെ പെമാ ഖണ്ഡുവാണ് (ജ. 1979).[3] ഇപ്പോഴത്തെ മുഖ്യമന്ത്രിമാരിൽ 15 പേർ ഭാരതീയ ജനത പാർട്ടിയെയും, മൂന്നുപേർ ഇന്ത്യൻ നാഷണൽ കോൺഗ്രസിനെയുംപ്രതിനിധീകരിക്കുന്നു; മറ്റൊരു രാഷ്ട്രീയകക്ഷിയ്ക്കും ഒന്നിൽ കൂടുതൽ മുഖ്യമന്ത്രിമാർ ഭരണത്തിലില്ല.
