குடியேற்ற விலக்கம்

குடியேற்ற விலக்கம் (Decolonization) என்பது பிறநாட்டைச் சார்ந்து அதன் குடியேற்றமாக இருந்த நாடு தன்னை அத்தகைய கட்டுப்பாட்டிலிருந்து விடுவித்துக் கொண்டு விடுதலை பெறுவதாகும்.^[1] எனவே குடியேற்ற விலக்கம் என்பது குடியேற்றவாதத்திற்கு நேரெதிரானது. சிலசமயங்களில் குடியேற்ற நாடு ஒன்றிற்கு முழுமையான தன்னாட்சி கிடைக்காது; மற்றொரு நாட்டின் அங்கமாகவோ அல்லது தன்னை குடிப்படுத்திய நாட்டுடன் இணைந்து அதன் அங்கமாகவோ ஆகலாம். இத்தகைய விலக்கம் அமைதியான உரையாடல்களின் தொடர்ச்சியாக நிகழலாம். சில நாடுகளுக்கு ஆயுதப் புரட்சிகள் மூலம் விடுதலை கிடைத்துள்ளது. இருப்பினும், குடியேற்ற விலக்கம் கைப்பற்றப்பட்ட புவியியல் பகுதிகளிலும் நிறுவனங்களிலும் "உள்நாட்டு இறையாண்மையில் வெளிநாட்டு ஆதிக்கத்தை நீக்குவது" மட்டுமல்லாது குடிபடுத்தப்பட்ட நாடு தாங்கள் கீழானவர்கள் என்ற குடியேற்றவாத நாட்டின் கருத்தியலை "உள்ளங்களிலிருந்து அகற்றுவதும்" இதன்பால் அடங்கும்.^[2]

குடியேற்ற விலக்கம் என்பது மங்கோலியப் பேரரசு அல்லது உதுமானியப் பேரரசு போன்ற வழமையான பெரும் பேரரசுகள் உடைந்து உருவாகும் அங்கநாடுகளிலிருந்து மாறானது. பொதுவாக ஐரோப்பியர் ஆட்சியிலிருந்து விடுதலை பெறுவது குடியேற்ற விலக்கம் எனப்படுகின்றது. இருபதாம் நூற்றாண்டில் பெரும்பாலான குடியேற்ற விலக்கங்கள் நிகழ்ந்துள்ளன. இது 1947இல் இந்தியாவும் பாக்கித்தானும் பிரித்தானியப் பேரரசிடமிருந்து விடுதலை பெற்றதை யடுத்து தொடங்கியது. தொடர்ந்து ஆப்பிரிக்காவில் ஐரோப்பாவின் குடியேற்றங்களாக இருந்த பல நாடுகள் விடுதலைப் பெறத் தொடங்கின.

ஓர் கருதுகோளாக, "குடியேற்ற விலக்கம்" மனச்சார்பற்று மேற்கத்திய நோக்கு கலக்காது ஐரோப்பியரல்லாத பண்பாடுகளை அவதானிக்கவும் விவாதிக்கவும் உள்ள திறனைக் குறிப்பதாகும்.^[3]^[4]
