华盛顿哥伦比亚特区为美国的首都，同时也是美国的一级行政区。[1]自1961年美利坚合众国宪法第二十三条修正案生效以来[2]，华盛顿哥伦比亚特区共举行了15次总统选举。根据修正案的规定，华盛顿特区的选举人票数不得超过选举人票最少的州。[3]因此，华盛顿哥伦比亚特区在每次总统选举中都有固定的三张选举人票。[4]在这15次选举中，民主党候选人每次都能以压倒性的优势获得胜利，其得票率与共和党候选人得票率的差值从未低于过56.5个百分点。此外，在总共15场总统选举中，华盛顿哥伦比亚特区有七次投票给了选举的最终胜利者。

在2000年美国总统选举中，选举人芭芭拉·莱特-西蒙斯故意投出空白票，以表达对华盛顿特区没有国会席位的不满。因此尽管阿尔·戈尔赢得了华盛顿哥伦比亚特区的普选票，但最终只获得了两张选举人票。[5]在2016年的华盛顿特区建州公投中，大约有85.7%的投票人投下了赞成票。[6]近些年来，华盛顿特区建州运动愈演愈烈，其政治主张是将华盛顿特区转变为美国的一个州。[7][8]

华盛顿哥伦比亚特区为全国普选票州际协定签署者，该州际协定约定签署者将其所有选举人票投给总统选举全国普选胜出者，即便其他候选人在个别签署州普选胜出。截至2021年，该协定尚未施行。[9]
