(in Korean), and that means Hurray for revolutionary ideology of the great leader, Comrade Kim Il-sung! (in English). And I'm sorry but I don't know exactly what that tower is called. I'm living in South Korea and that tower is in North Korea, so I haven't ever seen that tower. But I don't think that tower is called Immortality Tower, because that tower is saying slightly different from Immortality Tower. Here's five translations of slogans:

But In this slogan, they didn't want to say exact distance(ten million × 400 meters) but they wanted to say that they will follow the General even if he is far from them. So you can translate ten million li to ten million kilometers, ten million miles, whatever. There's no problem.

결사옹위 means guarding or obeying the General, and it is just a word, not sentence. So I said Guarding the General and WPK(Workers' Party of Korea). They usually use this word in sentence like “do 결사옹위”. For example, “We do 결사옹위” or “You must do 결사옹위”. And 장군님 따라 천만리, that slogan makes a feeling that ordinary person(I mean who's not executive of North Korea) wrote that slogan, and that person wanted to say “I will follow the General wherever he goes!”. It doesn't mean “you have to follow!” but it means “We(citizens) will follow the General.” or “Let's follow the General”. My translation is not pretty good.
