世界卫生组织基本药物标准清单(英語:WHO Model List of Essential Medicines;简称:EML[1])是世界卫生组织(WHO或称世卫组织)的出版物,此清單涵蓋目前最有效和最安全的藥物,擁有這些藥物就能滿足醫療系統的最重要需求[2]。它常被各國當成制定本國基本藥物清單的參考[2]。截至2016年,已有超過155個國家或地区,包括已開發國家和發展中國家[2][3],根据或参考借鉴世界卫生组织基本药物标准清单制定了本国的基本藥物清单[1]。
世界衛生組織基本藥物標準清單的內容同時包蓋成人和兒童用藥,雖然,另有世界卫生组织儿童基本药物标准清单(WHO Model List of Essential Medicines for Children,EMLc)存在,但兒童清單中的所有藥物都包含在此主要清單中[21]。但為了確保兒童的医药需求能被系統性地考量,如:適當劑型配方的可用性[22][23],世界衛生組織於2007年專為12歲以下兒童單獨开列清單[10][24][25][26]。最近第9版已於2023年7月更新[26][27]。兒童清單和註釋內容是根據第19至第23版的主要清單[4][12][14][17][28]。此外,與主清單一樣,兒童清單內也為部分藥物列出具相似臨床效果的治療替代品,可以考慮一併列入國家基本藥物清單[17][18]。
